Yes, all are up to date and, for the sake of this exercise, I disabled ALL Non-core Extensions. When I ran the Forum Post Assistant, as mentioned in my initial post, I disabled all Non-core Extensions. For the sake of security they are now re-enabled.
I guess it begs the question, can a disabled extension still interfere with functionality?
I know that the "rok" extensions from Rockettheme, whilst the work fine in Joomla 3, break Joomla 4. I have just now downloaded the whole of public_html and searched for anything with "rok" in it's name. There is only one mention and that is "roksprocket" contained within the template. It is also contained within the template mentioned second site in the initial post and is causing no problems.
Though I do not know for sure I strongly suspect that the Rockettheme extensions are the cause of the problem.
In Administration the following "rok" extensions appear in "Extensions: Manager":-
