Also, what PHP are you running on XAMPP? Joomla 3.10 only works up to PHP 8 or 8.1 possibly. If you're using 8.2. or 8.3 it may cause problems.

I would recommend WAMPServer, rather than XAMPP because you're tied to the one shipped version of PHP with XAMPP where WAMPServer allows you to install multiple versions of PHP and switch them easily. Install WAMPServer (https://wampserver.aviatechno.net/?lang=en) and install for example PHP 8.0 and 8.1 (it should come with 8.3), and then you can switch as you need to. The module downloads are on the same page as the main WAMPServer application.

The same with MySQL or Maria DB - you can ensure you have at least the minimum required versions, and then perhaps test with later versions (which will then depend on what your host offers).
