In core Joomla, the list shown under the menu item CMS Content dropdown is made possible by the following plugins of the type editors-xtd.
Button - Article
Button - Contact
Button - Field
Button - Media
Button - Menu
Button - Module
Button - Page Break
Button - Readmore
If you change the Access level of these plugins from Public to say Super Users, they will not show in the CMS Content dropdown for users who do not have Access Level as Super Users. Since there won't be any no dropdown menu items to show, their parent menu item CMS Content also will not be shown.
Note:
If there are any third plugins of the type editors-xtd are there (e.g., "Button - Regular Labs - Articles Anywhere"), then the Access Level of those plugins also have to be changed.
